Busan, South Korea — Busan City is making significant strides towards securing the designation of Glocal University for its local institutions as part of a broader strategy to enhance its global competitiveness. On July 22, key stakeholders gathered at Busan City Hall for the “Glocal University Vision and Innovation Strategy Conference.” The event featured presentations from four major universities: Dong-A University, Dongseo University, Tongmyong University, and Silla University.
The conference, segmented into two main sessions, provided a platform for each university alliance to outline their strategic visions and innovation plans. The first session highlighted the collaboration between Dong-A University and Dongseo University. This alliance aims to create an “open and integrated industrial complex” designed to promote mutual benefits for both the city and the universities. Their comprehensive vision includes the establishment of an open campus to foster a collaborative educational environment and the development of a profit-driven integrated industrial complex, which is expected to support sustainable economic growth.
Their strategy comprises eight major projects across three domains, focusing on leveraging regional industrial strengths and academic resources. This approach is intended to foster a symbiotic relationship between the local economy and educational institutions, enhancing the city’s global competitiveness.
In the second session, Tongmyong University and Silla University presented their joint vision to advance Busan’s future strategic industries through the development of a “Digi-Tech Innovation Town.” This initiative aims to create a hub for digital technology and innovation, promoting advancements in key fields such as future mobility and wellness industries. The alliance’s strategy includes six main projects and twenty-one sub-projects, all designed to integrate academic excellence with industrial innovation.
The vision also involves significant educational reforms, including the implementation of a unified school system with specialized schools aimed at nurturing top-tier talent in emerging industries. The creation of the Digi-Tech Innovation Town is expected to provide a dynamic environment for technological advancement and academic-industrial collaboration.
Busan City has pledged substantial administrative and financial support to ensure these universities achieve their final designation as Glocal Universities. This support includes the creation of specialized industrial complexes tailored to high-growth industries, expansion of regulatory free zones to foster innovation and business development, and comprehensive youth support programs to address housing, welfare, and cultural needs. These efforts are part of a broader strategy to enhance local educational infrastructure and attract new businesses and research institutes.
The Glocal University initiative, overseen by the Ministry of Education, aims to designate thirty universities outside the capital region as Glocal Universities by 2026. This program evaluates institutions based on innovation, performance management, and regional characteristics. Dong-A and Dongseo Universities, along with Tongmyong and Silla Universities, were preliminarily designated in April and are now in the final stages of the selection process.
As Busan moves forward with these initiatives, the city’s efforts are not only aimed at enhancing educational infrastructure but also at establishing a model of regional and academic synergy that can compete globally. The final designation of these universities as Glocal Universities is anticipated to drive innovation, economic growth, and regional development, positioning Busan as a significant player on the global stage.
