How 38,000 Future Residents Entered Busan’s Growth Plan
Busan’s 2040 master plan counts 38,000 Eco Delta City residents toward development-induced growth. New migration, commuting and river-system evidence now makes that assumption increasingly testable.

Busan’s 2040 master plan counts 38,000 people toward development-induced social population growth through an external-inflow assumption applied to Eco Delta City. The city’s own monitoring had already questioned whether comparable rates were sufficiently grounded in observed migration. Gangseo has since developed far enough for residential movement, regional commuting and the physical systems supporting western growth to be measured against assumptions that were once necessarily prospective.
Thirty-eight thousand residents entered Busan’s future population as a planning assumption before their eventual relationship to the city could be identified through observed migration. In the 2040 urban master plan, Busan applies a 50 percent external-inflow rate to the planned population of 76,000 associated with Eco Delta City and counts 38,000 people toward development-induced social population growth. The calculation is one component of a much larger planning model, but it determines how much of Eco Delta City’s planned population is entered into the citywide balance as development-induced growth rather than movement within Busan. That distinction matters to the population framework against which land use, infrastructure and long-range urban capacity are planned.
The difference between addition and redistribution becomes consequential in a city whose long-term population trajectory has continued downward while substantial development has advanced westward. A household arriving from another province enlarges Busan’s resident population, whereas a household moving from an older Busan district into a new apartment in Gangseo changes the geography of housing, schools, transport and utility demand without enlarging the city by the same amount. Industrial development introduces another geography again, because firms can attract workers from neighboring municipalities without inducing those workers to relocate their households. All three processes can make Gangseo visibly busier and more populated, yet they describe different metropolitan outcomes and cannot be measured through a single indicator of growth.
Busan had already identified weaknesses in the evidence behind development-induced inflow assumptions before the 2040 plan was adopted. The city’s 2020 monitoring of the previous master plan found that the external-inflow rates then being used did not adequately reflect objective migration trends and that project-level rates lacked sufficiently clear empirical support. The criticism emerged from Busan’s own monitoring system, whose purpose was to compare a long-range plan with changes that had become observable after the plan was written, rather than from an outside critique imposed on the city’s planning framework.
The next master plan retained a 50 percent rate for the international industrial and logistics development category that includes Eco Delta City, while citing metropolitan precedents, continuity with the previous plan and consistency in long-range planning among the considerations used to set development-induced population. The documentary sequence is especially important because the 2040 plan itself states that results from Busan’s 2018 and 2020 monitoring rounds were reflected in its preparation. The second of those reviews had already questioned the empirical grounding of development-induced inflow rates, yet the same percentage remained in the methodology governing one of the city’s largest western development areas.
Enough of western Busan has since been built and occupied to change the nature of the inquiry. Gangseo now contains completed housing, operating industrial districts and years of observed migration and commuting, while the lower Nakdong river system supporting much of that growth is itself being reassessed through new river and climate planning. The 38,000 people embedded in the master plan now read less like an abstract forecast than a claim that has become increasingly measurable: how much of western Busan’s growth is adding residents to the city, how much is redistributing population already inside it, how far its economy reaches beyond the municipal boundary, and whether the assumptions used to plan that growth still correspond to the evidence the city now possesses.
How the 50 Percent Rate Entered the Plan
Development-induced population is not unique to Busan’s western strategy. National urban-planning guidance allows local governments to supplement demographic projections with population expected from approved housing, industrial and other major development projects because forecasts based on births, deaths and established migration trends cannot fully account for changes associated with districts that have not yet been built. The method still requires planners to distinguish the physical capacity of a development from the population it can plausibly add to the municipality, since the same apartment can be occupied by a household arriving from another province or by one moving across the city.
The guidance examined during Busan’s monitoring process described empirical methods for making that distinction. Residential developments were expected to draw on recent registered migration into completed housing projects, while industrial developments could use employment records showing the share of workers originating outside the jurisdiction or surveys of industrial employees. Planners were also expected to identify the areas from which additional population was likely to come and to consider whether the assumed movement was consistent with demographic conditions in those source regions. External inflow was intended to remain an empirically adjustable part of the forecast rather than a permanent allowance attached to a type of development.
Busan’s 2030 master plan relied heavily on categorical rates and comparisons with other metropolitan areas. Economic free zones received an external-inflow rate of 50 percent, while the international industrial and logistics complex received the same rate because the city treated it as comparable to a free economic zone. The category covered several major projects in western Busan, including Eco Delta City, while housing-site and urban-development projects generally received a 40 percent rate and urban-regeneration projects were assigned lower values. That framework gave the city a consistent method for converting development capacity into additional population, although consistency alone could not demonstrate that the percentages reflected migration behavior specific to Busan.
The city’s second monitoring report tested the method against metropolitan precedents and local evidence available by 2020. Its review found average external-inflow rates of 33.8 percent for housing-site developments and 27.5 percent for urban-development projects elsewhere, below the 40 percent rates Busan had applied to those categories. For the international industrial and logistics complex, the report found that the 50 percent rate had been carried over from the economic-free-zone category rather than derived from a separate measurement of the households or workers western Busan was likely to attract from outside the city.
Gangseo supplied the monitoring team with an early local comparison. In 2019, 23,257 people moved into the district, of whom 7,171 arrived from outside Busan, placing the external share of gross arrivals at roughly 31 percent. The monitoring report compared that observed result with the higher external-inflow assumption embedded in western development. A single year of migration could not determine the eventual residential composition of developments unfolding over decades, but the discrepancy demonstrated why a coefficient adopted from project categories and metropolitan precedents required calibration against movement that could actually be observed in Busan.
The report’s criticism extended beyond the gap between 31 percent and 50 percent. It concluded that the 2030 plan had not adequately reflected objective external-inflow trends and had failed to provide sufficiently clear figures and supporting evidence for the rates assigned to individual development projects. Its discussion of industrial development also identified a geographic complication with particular relevance to Gangseo: industrial areas located close to neighboring municipalities can recruit workers from outside Busan without inducing those workers to relocate their households. Employment growth can expand economic activity across a regional labor market while producing a much smaller change in registered population, making industrial attraction an unreliable substitute for evidence of residential migration.
The 2040 master plan was prepared after those findings entered Busan’s planning record. In setting development-induced population, the new plan again referred to metropolitan precedents and criteria inherited from the 2030 plan, while explicitly citing planning continuity, consistency and the continued implementation of major development projects. The international industrial and logistics category retained a 50 percent external-inflow rate, and the plan’s table for Eco Delta City shows a planned residential population of 76,000 alongside an applied population of 38,000 for development-induced social growth.
Busan’s own description of the planning process makes the chronology particularly significant. The final 2040 plan states that the results of the 2018 and 2020 monitoring rounds were incorporated into its preparation, which means that the second monitoring report’s criticism was not external to the process that produced the later plan. What the published material makes much less visible is the Busan-specific empirical evidence, if any, that answered the earlier concern and supported preserving the 50 percent rate.
A third monitoring report for the 2030 plan was published on December 30, 2022, after the city planning committee had reviewed the 2040 plan earlier that month and before final publication of the new master plan in March 2023. The existence of that report prevents the documentary history from being reduced to a simple claim that the city moved directly from the 2020 criticism to the retained coefficient without any intervening review. Its full treatment of development-induced population still requires caution, however, because the accessible record reviewed for this article has not established that the third monitoring exercise separately reconsidered the 50 percent coefficient, introduced newer migration or employment evidence, or supplied the local empirical justification requested in the second monitoring report.
The supportable finding is narrower than an accusation that Busan ignored its own monitoring, but it remains consequential. The city formally identified weaknesses in the empirical basis of development-induced population rates, the 2040 plan explicitly says that the monitoring rounds including the 2020 review informed its preparation, and the same 50 percent coefficient remained in the methodology applied to a major western development category. Continuity has a legitimate function in long-range planning, because roads, housing and industrial districts cannot be redesigned whenever one year of migration diverges from a forecast, but the 2020 report had questioned something different from short-term volatility: whether the rate had been sufficiently grounded in local evidence at the point from which continuity began.
Once a coefficient survives across planning cycles, later observations become part of the evidence capable of reinforcing it, weakening it or eventually justifying a different model. Gangseo now supplies observations that planners did not possess when the earlier rates were established. Large housing developments have begun to fill, industrial employment has expanded and daily movement between Busan and neighboring cities can be measured with far greater precision. Those records make it possible to separate questions that a single development coefficient once compressed together: how many households western Busan is drawing across the municipal boundary, how much residential growth comes from elsewhere inside the city, and how far the district’s employment economy reaches beyond the geography of its residents.
Where Gangseo’s Growth Crosses the City Boundary
The first years of large-scale settlement in western Busan have produced a migration record that makes the old external-inflow assumption easier to examine, although the newer data do not yield a single percentage that can simply replace 50 percent. Gangseo recorded a net migration gain of 7,105 people in 2025, with the strongest net migration rate among Busan’s districts and counties, while Busan as a whole continued to lose residents through domestic migration. The district’s growth confirms a powerful westward redistribution of population, but the effect on Busan as a whole depends on where those residents came from and how many people moved in the opposite direction.
Origin-and-destination records make the internal component of that growth visible. During 2025, 11,798 people moved to Gangseo from Busan’s other 15 districts and counties, while 5,551 moved from Gangseo to another part of the city, producing a net gain of 6,247 residents through exchanges within Busan. That internal balance accounted for 87.9 percent of Gangseo’s total net migration gain of 7,105, leaving a net gain of 858 from its balance with locations outside the city. Saha generated the largest internal net movement toward Gangseo, followed by Buk and Sasang, giving the district’s recent population increase a distinctly metropolitan rather than interregional residential geography.
The 87.9 percent figure cannot be placed directly beside the master plan’s 50 percent coefficient because the two numbers use different denominators and answer different questions. The 2025 figure measures how much of Gangseo’s net migration gain resulted from exchanges with the rest of Busan after movements in both directions were offset. The planning coefficient belongs to a development-induced population calculation, while Busan’s 2020 monitoring used the share of gross arrivals from outside the city as one empirical comparison. Preserving those definitions prevents an attractive numerical contrast from becoming a false one while still allowing the 2025 data to show which geographic exchanges are generating Gangseo’s observed increase.
The newer records establish that recent residential growth in Gangseo has relied heavily on redistribution within Busan, and that settlement has become increasingly concentrated where the newest housing is opening. Between July 2025 and July 2026, Gangdong-dong rose from 12,598 registered residents to 21,265, an increase of 8,667. Gangseo as a whole added fewer residents over the same period, meaning that growth in Gangdong more than compensated for combined population decline elsewhere in the district. New housing has changed the geography of where Busan residents live more rapidly than it has changed the population of the larger metropolis.
Gangseo’s labor market operates across a considerably wider geography. Regional commuting data for 2025 estimated that 137,036 workers entered Gangseo from another city, county or district within Busan, Ulsan and Gyeongnam, the largest inbound commuting flow recorded for any district in Busan. Changwon accounted for 17.6 percent of those incoming workers, Saha for 16.2 percent and Gimhae for 15.6 percent, placing two cities outside Busan among the three largest sources of labor. The survey covers the southeastern regional labor market rather than every possible commuter entering from elsewhere in Korea, but within that geography it shows that Gangseo’s workplaces draw workers across a much wider boundary than recent residential migration does.
The employment base is not explained by commuters entering from outside the district alone. Among an estimated 76,357 Gangseo residents counted as commuters, 53,431 worked within Gangseo, giving the district a same-district commuting share of 70 percent, the highest in Busan. Another 22,926 traveled outward to another municipality or district, while the number of workers entering Gangseo from elsewhere was many times larger. These movements describe a substantial employment center rather than a residential district whose working population primarily leaves each morning for established employment centers in older parts of Busan.
Flows from Gyeongnam make the metropolitan scale of that employment base more explicit. An estimated 156,897 Gyeongnam residents commuted into Busan in 2025, and 50,208 of them, or about 32 percent, worked in Gangseo. The district was the largest Busan destination for workers commuting from Gyeongnam, providing direct evidence that the western industrial economy has developed a catchment extending well beyond the city boundary even though many of those workers remain residents of neighboring municipalities.
Residential movement and commuting now describe western growth across two different spatial systems. Housing in Gangseo has been filled to a substantial degree through movements connected to the existing Busan population, while employment in the same district reaches deeply into a labor market that includes Gimhae, Changwon and other parts of the southeast. The observed labor market strengthens the economic rationale for western development because industrial activity is demonstrably attracting workers across municipal boundaries, yet that regional economic reach does not automatically validate a residential migration coefficient designed to estimate how much population development adds to Busan itself.
The distinction matters because commuting and migration represent different household decisions with different consequences for metropolitan planning. A worker living in Gimhae can contribute to production in Gangseo without transferring a household, registered population or most residence-based public-service demand into Busan. A household moving from Saha into a Gangseo apartment transfers housing, education, transport and utility demand westward without adding a resident to the metropolitan total. Regional employment may eventually encourage more households to relocate as transport, housing and industrial development mature, but the residential outcome has to be observed through migration rather than inferred from the success of the labor market.
Gangseo’s industrial economy is already regional while its recent residential growth remains more tightly connected to the existing city. Keeping those processes separate gives western development credit where the empirical evidence is strongest without asking one form of growth to serve as proof of another. It also clarifies why redistribution remains physically consequential even when Busan’s total population does not rise, because households still require roads, sewer capacity, schools, public facilities and drainage at the place where they settle.
Gangdong’s recent population growth shows how quickly those demands can concentrate inside a small part of the city while surrounding areas remain flat or decline. Western Busan adds another layer of planning complexity because much of that concentrated urban capacity is being built across the lower Nakdong delta, where land that supports new households and workplaces depends on flood levels, drainage and river management that were themselves translated from forecasts into engineering standards before the present population arrived.
Engineering Urban Land in the Lower Nakdong Delta
The West Nakdong, Pyeonggang and Maekdo rivers form a managed hydrological network whose present behavior reflects decades of flood-control, irrigation and water-management intervention. Gates regulate connections among the channels, water levels are deliberately controlled and the West Nakdong is normally maintained below mean sea level, making drainage dependent on the relationship among river stage, available storage, gate operation and pumping rather than on gravity alone. Western Busan’s physical setting does not make urban development impossible, but it means that reliable urban land has to be created through engineering and then sustained through continued management.
Eco Delta City was designed with those conditions in mind. The government’s original flood-safety explanation specified a 200-year flood standard, with an additional one meter of freeboard along the West Nakdong and 0.6 meter along the Pyeonggang and Maekdo, plus 0.5-meter green-space mounding. Detention areas and stormwater networks were also incorporated into the district’s flood-management design. The design did not assume that the delta would behave like naturally elevated inland terrain; it sought to create a different hydraulic condition through elevation, storage, conveyance and controlled discharge.
That engineering record changes how older inundation maps and climate-screening graphics should be interpreted. Such maps can identify low-lying terrain and show exposure under specified water-level or extreme-flood scenarios, but they do not uniformly incorporate every embankment, raised development platform, detention facility or drainage intervention constructed later. A red area on a screening map is evidence of underlying topographic exposure under a particular scenario rather than a site-specific prediction that a completed district will permanently disappear beneath future water.
A more consequential planning inquiry concerns the assumptions built into the protective system and whether those assumptions continue to describe the conditions the infrastructure must withstand. Research published after the initial design work has begun to revisit that question with newer rainfall and river data. A 2024 peer-reviewed study modeling flood resilience in part of Eco Delta City tested the interaction among stormwater infrastructure, river conditions and future rainfall under a climate scenario and found substantial modeled reductions in flood volume when conventional and green infrastructure were combined. The authors also concluded that heavier rainfall, typhoons and greater precipitation variability require continuing improvements in flood resilience even where protective infrastructure already exists.
The study does not certify the entire western development as safe under every future condition, and its modeled percentages should not be generalized beyond the scenarios and subarea examined. Its relevance to this article lies in the planning logic it demonstrates: hydraulic assumptions do not cease to be assumptions once a development is built. Observed river levels, revised rainfall scenarios and more detailed drainage networks can be used to recalculate the performance expected from the physical systems that make the land urban.
The broader climate baseline has also moved since the earliest detailed design work. Korean hydrographic authorities applying the IPCC’s newer scenario framework project substantially higher mean sea levels around the peninsula by the end of the century under a high-emissions pathway, with the Korea Strait estimate reaching about 82.3 centimeters above the 2015 level. That projection does not translate directly into an equivalent increase in flood depth inside Gangseo, where storm surge, river stage, rainfall, gates and drainage interact, but it changes one of the long-term boundary conditions against which estuarine infrastructure will have to perform.
The surrounding river system is now undergoing a formal reassessment under newer planning requirements. In August 2026, the Nakdong River Basin Environmental Office opened public review of a new river master plan covering seven waterways and 76.28 kilometers of the West Nakdong system, including the West Nakdong, Pyeonggang and Maekdo rivers that surround much of the western growth corridor. The process includes both a strategic environmental assessment and a climate-change impact assessment, placing the hydrological basis of western urbanization under review at the same time that residential settlement and industrial activity are becoming large enough to generate substantial new observations. Public review runs through September 16, with written comments accepted through September 23.
The public notice does not establish that the original flood standards used in western development have already been revised, and later amendments to the Eco Delta implementation plan do not by themselves show that design flood levels, freeboard or drainage assumptions were recalibrated. Establishing that sequence requires direct comparison between the earlier detailed design, subsequent implementation changes and the hydrological criteria being considered in the new river plan. The available evidence supports a more precise inquiry than the claim that Busan failed to account for flood risk when it chose the site: flood exposure was recognized and engineered against, while the remaining question concerns how safety margins chosen during an earlier design period are being updated as new climate and river evidence becomes available.
Demographic forecasting and hydraulic design belong to different disciplines, and the article does not treat them as interchangeable. Their consequences converge in western Busan because both translate uncertain futures into present physical commitments. A population coefficient affects expectations about the scale and distribution of future demand, while flood assumptions become elevations, storage, drainage capacity and operating rules that have to remain functional throughout the life of the district.
The engineering record also prevents the environmental analysis from collapsing into geographic determinism. Low-lying deltas can be urbanized through elevation, drainage, storage and flood-control infrastructure, and comparable measures were incorporated into western Busan from the design stage. The more difficult planning problem begins after that engineering succeeds: the delta has to keep working.
A recent hydraulic study of the West Nakdong describes the system in operational terms. Its normal management level is about EL. -0.3 meter, below both the Nakdong estuary barrage’s management level of EL. 0.7 meter and mean sea level. During flood conditions, inflow from the main Nakdong is cut off and water is released through the Noksan gate and drainage stations; the Noksan station alone is capable of discharging roughly 720,000 tonnes of water an hour. Before heavy rain, operators can lower water levels in advance to create additional storage. Those interventions are not evidence that the flood design failed. They are part of the design condition that allows a low-lying basin to function as urban land.
Water quality creates a different operating problem in the same hydraulic system. The original Eco Delta planning response described circulation through the Daejeo, Maekdo and Noksan gates, drainage pumps and internal control structures as part of the strategy for improving stagnant water. Busan’s present water-quality network still samples the West Nakdong at the Daejeo and Noksan gates, the Pyeonggang at Ulman and Suna bridges, and the Maekdo at the drainage pump station. The latest published monitoring also continues to identify seasonal algal growth and stagnation as important influences on the West Nakdong system. Flood management can require water to be expelled rapidly; water-quality management can require flow to be introduced or circulated. The same delta is being operated for both purposes.
That distinction helps define an environmental cost that is easy to lose once construction budgets are presented as the price of development. Pumps require electricity and maintenance. Gates and screens wear out. Channels and detention systems require inspection, dredging or repair. Water quality has to be sampled, and climate assumptions have to be recalculated as rainfall and sea-level baselines change. Some of those obligations would exist in Gangseo without Eco Delta City, and the available public record does not support assigning their full cost to one development. Yet additional urban concentration raises the consequence of system failure and makes the continuity of those functions more important to the city that has grown around them.
Busan is not operating without a broader environmental-planning layer. The city commissioned a new Nakdong Estuary Environmental Management Master Plan to replace a framework first prepared in 2000. Its published scope explicitly includes mitigation of environmental effects from major development and new river crossings, alternative habitat and post-management, public-private governance and ecological management. The city’s public project page still lists that work as in progress even though the stated contract period ended in May 2026. Separately, the new West Nakdong river plan now under public review includes both strategic environmental assessment and climate-change impact assessment. The harder institutional question is how those planning layers connect. It is whether the demographic, hydraulic, ecological and operating assumptions that sit in different plans are reconciled often enough to describe the same western city.
The publicly accessible material reviewed for this article does not provide a single consolidated annual ledger for electricity, maintenance, water-circulation operations, flood pumping, gate management and climate adaptation across the lower delta. That absence from the published record is not proof that individual agencies fail to budget for those functions; Gangseo’s administrative structure assigns staff specifically to pump stations, gates, electrical safety and maintenance. It does mean that the recurring cost of keeping the engineered delta operational is much harder to see alongside the population and development figures used to describe western growth.
When the Forecast Becomes Evidence
Busan now has an institutional opportunity to close part of that gap. On August 14, 2026, the city contracted a new monitoring study for the 2040 urban master plan. A related data-analysis request filed on September 1 says the work will examine implementation and performance in the plan’s ten designated centers, including Gangseo and the new-airport center, and build a monitoring framework whose findings can inform future changes to the master plan. The exercise is explicitly intended to test how far the 2040 plan has been realized rather than simply restate what it predicted.
The timing matters. When the 50 percent coefficient was established, much of Eco Delta City was still future housing and the district’s present commuting geography had not yet formed. Planners had to use precedents, approved development capacity and assumptions about where future residents and workers might come from. By 2026, that evidentiary situation has changed. Busan can observe the origins and destinations of movers, distinguish movement within the city from movement across the provincial boundary, measure the scale of regional commuting and compare settlement with the pace at which new housing is occupied.
None of those observations, taken alone, proves that the 38,000 figure is wrong. The 2025 net-migration balance is not the same statistic as the external-inflow coefficient, and Eco Delta City is not yet fully built. A development that fills first with households from elsewhere in Busan can attract more outside residents later as jobs, schools, transport and commercial services mature. The coefficient also belongs to a long-range planning horizon, not a one-year performance target. Treating a partial observation as a final verdict would reproduce the same methodological mistake this article is trying to avoid: allowing unlike measures to stand in for one another because the numerical comparison is convenient.
What the newer evidence does establish is that the coefficient has become testable in ways that were not available when it was adopted. The city can now publish, for completed housing phases, the share of gross arrivals that came from outside Busan; the net balance with other provinces; the share of residents arriving from older Busan districts; and the relationship between residential origin and the regional labor market. Those measures would not have to collapse into one replacement percentage. Their value would be to show whether the original coefficient continues to describe the mechanism it was supposed to represent.
The same principle applies to the physical assumptions beneath the development. The West Nakdong river plan is in public review at the same moment the 2040 urban plan is entering a new monitoring cycle. One process can update river and climate conditions; the other can test how population, employment and urban structure are changing. Their coexistence creates a rare opportunity to compare two kinds of forecast with two kinds of observation before the western build-out is complete.
This is why the question raised by the 38,000 residents is larger than whether Busan chose the correct percentage several years ago. Master plans cannot avoid assumptions. They make roads, housing, drainage and public facilities possible before the households who will use them can be counted. Their credibility depends on what happens once those households begin to arrive.
Gangseo already demonstrates that western Busan can grow in more than one sense at once. Its industrial economy reaches across the southeastern metropolitan boundary. Its newest residential growth has been driven heavily by movement within Busan. Its urban land relies on a river system whose safety and water quality are continuously managed. Those outcomes are neither interchangeable nor contradictory. They are different ledgers of the same development strategy.
Busan’s 2040 plan turned one of those ledgers into a simple entry: 76,000 planned residents, a 50 percent external-inflow assumption, 38,000 counted toward development-induced social population growth. The city now possesses the migration, commuting and hydrological evidence needed to ask what happened after that arithmetic was written. A master plan is strongest not when its assumptions remain untouched, but when the city can show how they changed after the future began to arrive.
